Important Information Regarding House Bill 335 (HB 335)

This message shares important information about House Bill 335 (HB 335), a property tax reform bill that is moving quickly through the Ohio Legislature. Recently introduced by Representatives Bill Roemer and Dave Thomas, this legislation could have a significant impact on Beachwood City Schools and our community.

HB 335 proposes to eliminate the collection of inside millage (property taxes) for schools, cities, and counties. Beachwood City Schools collects $6.8 million annually from inside millage, which would be eliminated beginning in January of 2026 if HB 335 is approved in its current form. These dollars help support our staffing and day-to-day operations and are a critical component of our budgeting and long-term financial planning.

Despite having one of the lowest operating millage rates in Cuyahoga County, since 1992, our school district’s taxpayers have only been asked to approve school operating levies in 2002, 2005, and 2018. If House Bill 335 passes, the loss of these revenues will quickly create significant financial challenges and could also force the Beachwood City Schools to ask taxpayers to approve school operating levies more frequently.
